Under the National Cooperative Movement, Sahkar Se Samriddhi, Uttarakhand Cooperation Department Undertakes an Exposure Visit to Sikkim—A Key Initiative Towards Strengthening the Cooperative Sector
A high-level delegation of senior officials from the Uttarakhand Cooperation Department, under the leadership of the Hon’ble Cooperation Minister, successfully completed a study tour of the state of
Sikkim from 28 March to 31 March 2026. The objective of this visit was to study innovations, best practices, and successful models in the cooperative sector and implement them effectively in
Uttarakhand.
The delegation included Secretary, Cooperation, Mrs. Ira Upreti (Additional Registrar), Mr. Neeraj Belwal (Joint Registrar), Mr. M.P. Tripathi (Joint Registrar & Managing Director, PCU), Mr. Ashish (Assistant Registrar), Mr. Rohit Kumar (Assistant Registrar), Ms. Priyanka Ghansela (Assistant Registrar), Mr. Satendra Rana (Additional District Cooperative Officer), Mr. Sandeep Rawat (Assistant Development Officer), and Mr. Manoj Patwal.
Details of the Exposure Visit:
First Day (28 March 2026):
• Temi Tea Estate was visited, where the delegation was formally welcomed by the Estate Manager and the Board of Directors of Temi Tea Employees Welfare Cooperative Society Ltd.
• Tingmo Organic Growers Cooperative Society Ltd., located in Ravangla sub-division of Namchi district, was observed, where a detailed study of the organic agriculture-based cooperative
model was conducted.
Second Day (29 March 2026):
• The Tsangu area of Gangtok district was visited to observe local development and tourismbased cooperative activities.
• A meeting was held with Sikkim State Cooperative Supply and Marketing Federation Ltd. (SIMFED), where detailed discussions were held on the marketing system and supply chain
management.
• In a meeting with Sikkim State Cooperative Bank Ltd. (SISCO), various aspects of cooperative banking systems and financial inclusion were discussed.
• A courtesy meeting was held with the Hon’ble Cooperation Minister of the Government of Sikkim, where information regarding the state’s successful cooperative policies and schemes
was obtained.
Third Day (30 March 2026):
• Luing Perbing PACS was visited to study the functioning of Primary Agricultural Credit Societies and their role in the rural economy.
• During a courtesy meeting with the Hon’ble Governor of Sikkim, the delegation held detailed discussions on the experiences of the study tour, best practices adopted in the cooperative sector, and potential areas of inter-state cooperation.
During the study tour, the delegation closely observed the strong systems, transparent operational mechanisms, and innovation-driven initiatives in the cooperative sector of Sikkim.
This study tour will prove to be significant in making cooperative institutions in Uttarakhand more empowered, self-reliant, and effective. It will also promote inter-state cooperation and provide new momentum to efforts aimed at strengthening the rural economy through cooperation.
